Five years after the Taliban regained control of Afghanistan, Germany faces mounting criticism over its commitment to evacuate local staff and their families who worked with German armed forces and aid projects. When Taliban rule returned, then-Foreign Minister Heiko Maas declared: "Our work will continue until all people for whom we bear responsibility in Afghanistan are safe."[1] Yet implementation has proven far more complicated than the initial promise suggested.
Since the Taliban takeover, more than 37,000 Afghan nationals have reached Germany.[1] However, approximately 600 people remain stranded in Peshawar, Pakistan and Kabul, waiting for resettlement.[1] The humanitarian organization Kabul Airlift has extracted 4,424 people since 2021, with 1,018 of these individuals gaining access to Germany after winning legal cases beginning September 1, 2025.[1] About 75 percent of those still awaiting entry are women and children.[1]
Germany's commitment wavered significantly in May 2025 when the new government cancelled resettlement programs for at-risk Afghan citizens as part of its coalition agreement.[1] This decision, however, was ruled unconstitutional by Germany's Federal Constitutional Court in July 2026, which determined that the blanket cancellation violated constitutional protections against arbitrary action.[1] The court required the government to consider individual cases. Current Foreign Minister Alexander Dobrindt has proposed monetary compensation for waiting Afghans—up to 2,500 euros (2,887 dollars) as one-time payment or up to 10,000 euros for those returning to Afghanistan or relocating to third countries.[1] To date, 300 people have accepted this offer.[1]
