Melbourne businessman Tony Palagalli established a financial relationship with underworld figure Mick Gatto spanning approximately ten years to secure access to major construction projects across Victoria.1 Beginning in July 2016, Palagalli's labour hire company M Group made an initial payment of AUD 13,200 to Gatto, followed by annual fees of AUD 120,000 that continued until May 2025.1
The arrangement originated from a meeting at Donnini's restaurant on Lygon Street, where Gatto pledged to manage Palagalli's union relations.1 In the short term following their initial meeting, Palagalli granted Gatto a stake in M Group.1 Palagalli has acknowledged the decision was wrong and has committed to testifying at a forthcoming Victorian Royal Commission inquiry.1
During this period, Palagalli claims he resisted repeated pressure from union officials to hire their associates and relatives, including individuals connected to organised crime.1 However, after Palagalli ceased payments to Gatto in May 2025, his company was removed from construction sites by unions.1 Victoria Police's Taskforce Hawk has recommended the government introduce legislation to prohibit underworld figures from acting as union representatives.1 Former motorcycle gang leader Tyrone Bell and former union representative Joel Brown face charges in connection with alleged document falsification.1
