Prosecutors alleged that Xu maintained contact with Yang Wentao, an official from China's Ministry of Civil Affairs, and Sun Xian, a Shanghai deputy director of the China Democratic National Construction Association, to coordinate efforts aimed at influencing Taiwan's political landscape.[1] The scheme included supporting specific candidates in the Taipei mayoral race and the 2024 presidential election, namely Huang Shan-shan for mayor and Ko Wen-je for president.[1] Xu illegally transferred 24.5 million New Taiwan dollars—approximately 760,000 US dollars—as part of the alleged conspiracy.[1]
The case reflects heightened scrutiny of mainland spouses in Taiwan amid escalating cross-strait tensions.[1] In 2025, Taiwan deported three mainland spouses who advocated for unification through military means.[1] Additionally, authorities issued directives to approximately 12,000 mainland-born individuals who had obtained Taiwan citizenship, ordering them to provide documentation proving they had cancelled their Chinese household registrations.[1]
