荆州市中级人民法院对南京市人大常委会原党组书记、主任龙翔作出一审判决。[1]龙翔因受贿人民币2.61亿余元、贪污、滥用职权、内幕交易等罪名被判处死刑缓期二年执行，剥夺政治权利终身，没收个人全部财产。[1]
龙翔利用曾任纪委副书记、纪委书记、市委副书记等职务便利，为他人提供帮助并收受财物。受贿时间跨度从2009年1月至2025年3月。[1]除受贿外，龙翔还因贪污罪被判有期徒刑九年，罚金人民币一百万元；因滥用职权罪被判有期徒刑九年；因内幕交易罪被判有期徒刑五年，罚金人民币一百万元。[1]
龙翔在2014年下半年至2016年下半年期间骗取扶持资金人民币1200万元，在2017年11月至2018年1月期间进行内幕交易，成交额达人民币1005万余元。[1]法院在量刑时考虑了龙翔的认罪悔罪态度与积极退赃等情节，对死刑不立即执行。[1]
Long Xiang, former Party group secretary and director of the Nanjing Municipal People's Congress Standing Committee, was sentenced to death with a two-year reprieve by the Jingzhou Intermediate People's Court on first instance.[1] The sentencing follows convictions on multiple charges including accepting bribes totaling over 261 million yuan, embezzlement, abuse of power, and insider trading.[1]
The court imposed additional penalties including lifetime deprivation of political rights and confiscation of all personal property.[1] For the embezzlement charge, Long Xiang received nine years imprisonment and a fine of one million yuan.[1] He received a nine-year sentence for abuse of power and five years imprisonment plus one million yuan in fines for insider trading.[1] The bribery period spanned from January 2009 to March 2025.[1]
Long Xiang leveraged positions held as deputy secretary and secretary of the discipline inspection commission, as well as deputy secretary of the municipal party committee, to provide assistance to others in exchange for financial benefits.[1] Between the second half of 2014 and the second half of 2016, he fraudulently obtained 12 million yuan in subsidy funds.[1] From November 2017 to January 2018, he engaged in insider trading involving transactions totaling over 10.05 million yuan.[1] The court took into account his guilty plea, remorse, and active asset restitution when deciding not to immediately execute the death sentence.[1]
