The United Nations Office on Drugs and Crime has released a report documenting how transnational criminal networks based in Southeast Asia are using integrated digital infrastructure and advanced technologies to extend their illegal operations worldwide.1 The groups employ artificial intelligence, cryptocurrencies, and encrypted communications platforms to facilitate their activities across borders.1
According to the report, fraudulent schemes alone caused estimated losses of between $88.3 billion and $114.1 billion in 2025.1 The criminal networks have also generated approximately $109 billion in annual illicit drug sales across Southeast Asia and neighboring countries.1
A particular concern highlighted in the report involves the exploitation of children. Inshik Sim, a researcher at the UN office, noted that AI-generated child sexual abuse imagery is being distributed widely through encrypted messaging platforms.1 These materials represent a severe threat to child safety and represent a growing dimension of organized criminal activity.
Despite intensified enforcement efforts by multiple countries that have dismantled some fraud operations, the criminal infrastructure remains operational. Seong Jae Shin, a counterterrorism official at the UN office, stated that while crackdowns have destroyed certain fraud centers, the operations have not ceased but have instead moved underground or relocated to other regions.1 The resilience and adaptability of these networks underscore the challenge posed by globally connected criminal enterprises that continue to exploit technological advances to sustain and expand their unlawful enterprises.
