为应对恶劣天气，北京市政府倡导企事业单位12日采取弹性工作或错峰上下班[1]。同时，中国人民抗日战争纪念馆、云居寺、戒台寺、园博园等多家文博机构及景区自11日起临时闭馆、闭园[1]。

The combination of Typhoon Haikui and cold air masses is expected to bring widespread heavy to severe rain to Beijing from the evening of November 11 through the daytime of November 13.[1] The Central Meteorological Observatory forecasts that most areas of Beijing will receive cumulative rainfall of 100 millimeters over six hours and 150 millimeters or more over 24 hours.[1] Seven districts—Tongzhou, Daxing, Fangshan, Mentougou, Economic Development Zone, Huairou, and Fengtai—face even more intense precipitation, with anticipated six-hour totals reaching 150 millimeters and 24-hour totals potentially exceeding 200 millimeters.[1]
In response, China's National Flood Control and Drought Relief Headquarters and the Ministry of Emergency Management activated a Level 4 flood emergency response for Beijing and Tianjin at 9:00 a.m. on November 11.[1] The Central Meteorological Observatory issued an orange-level rainstorm alert at 6:00 a.m. on the same day.[1] Beijing's municipal government has encouraged enterprises and public institutions to adopt flexible work schedules or staggered commuting patterns on November 12.[1] Numerous cultural venues and attractions, including the Chinese People's War of Resistance Against Japan Memorial, Yunju Temple, Jietai Temple, and the Garden Expo Park, have temporarily closed starting November 11.[1]
