公安部网安局依托"净网—2026"专项行动持续打击网络谣言[1],对查获的违法人员依法予以行政处罚[1]。根据相关法律规定,编造虚假灾情将承担相应法律责任[1]。其中,根据《中华人民共和国治安管理处罚法》第二十九条,可处五日以上十日以下拘留或罚款[1];根据《中华人民共和国刑法》第二百九十一条之一第二款,编造虚假灾情可处三年以下有期徒刑或拘役,造成严重后果的,处三年以上七年以下有期徒刑[1]。
China's Ministry of Public Security Cyber Police Bureau has unveiled 15 representative cases involving the fabrication and dissemination of online rumors related to floods and other disasters.[1] These incidents, which occurred across multiple provinces and municipalities including Guangdong, Anhui, Gansu, and Guangxi, demonstrate a crackdown on false information that incites public panic and disrupts social order.[1]
The suspects employed various techniques to spread misinformation on platforms such as Douyin (TikTok) and WeChat.[1] Their methods included video editing and splicing, manipulation of content through AI tools, and the fabrication of false casualty figures and disaster data.[1] The individuals involved in these cases, ranging in age from 18 to 62 years old, have all been subjected to administrative penalties by local public security authorities in accordance with the law.[1]
The enforcement action is part of the "Cyberspace Purification—2026" special operation, through which authorities continue to combat online rumors.[1] Depending on the severity of the offense, perpetrators may face detention for five to ten days or fines under Article 29 of the Public Security Administration Punishment Law, or up to three years imprisonment or detention for fabricating false disaster information under Article 291-1(2) of the Criminal Law, with sentences of three to seven years imposed in cases causing severe consequences.[1]
