《广东省气象灾害防御条例》明确规定，台风黄色、橙色、红色预警或暴雨红色预警期间，用人单位应当安排推迟上班、提前下班或停工[1]。上海的规定更为细致，明确职工因气象灾害红色预警造成误工时，用人单位不得作迟到、缺勤处理，不得扣减工资福利，也不得用法定假日或休息日作补偿[1]。宁波市制定的《特殊天气劳动保护办法》对违规用人单位设置最高2万元罚款[1]。《浙江省气象灾害防御条例》要求用人单位为在岗及因天气原因滞留的工作人员提供必要的避险措施[1]。
在企业和平台层面，各类措施也在积极推进。杭州地区将气象服务融入"小哥码"平台，提供"分钟级"预警服务[1]。上海快递企业建立了"黄色风险""橙色风险""红色风险"三级响应体系，当预警达到"红色风险"级别时立即终止露天作业[1]。
Amid increasing extreme weather events, authorities and businesses across China are implementing measures to safeguard workers' rights and safety. A Changsha-based enterprise has garnered attention for offering seven days of paid rain leave and a daily 200-yuan subsidy for employees working during rainy conditions.[1] Meanwhile, major provinces are establishing legal frameworks to ensure workers are not penalized for weather-related disruptions.
Guangdong's Meteorological Disaster Prevention Regulation mandates that employers must arrange delayed start times, early dismissals, or work stoppages during typhoon yellow, orange, or red alerts, as well as during red-alert rainstorms.[1] Shanghai has enacted similar protections, specifying that workers unable to report due to red-alert weather events cannot be marked tardy or absent, nor can they face wage or benefit reductions or be required to use vacation days as compensation.[1] Ningbo's Special Weather Labor Protection Measures impose penalties of up to 20,000 yuan on employers who violate these provisions.[1] Zhejiang's Meteorological Disaster Prevention Regulation further requires employers to provide necessary shelter and safety measures for both on-duty staff and workers stranded due to adverse weather.[1]
Beyond legislation, digital platforms and delivery services are taking proactive steps. Hangzhou has integrated meteorological alerts into its "Xiaoge Code" platform, delivering minute-level forecasts to workers.[1] Shanghai-based courier companies have established a three-tiered response system—yellow, orange, and red risk levels—with outdoor operations halted immediately when red risk is declared.[1]
