Australia faces mounting pressure from competing demands for construction resources as major infrastructure projects accelerate while housing supply falters. According to Infrastructure Australia's latest report, the five-year public project pipeline has reached a record AUD $242 billion, yet the infrastructure workforce is already short approximately 141,000 workers, with the gap projected to exceed 300,000 by mid-2027.[1]
The housing crisis is intensifying amid these infrastructure demands. Australia failed to meet its National Housing Accord target of 60,000 dwellings per quarter, completing only 43,816 in the March quarter.[1] The National Housing Supply and Affordability Council anticipates that only around 980,000 dwellings will be completed over the next five years—approximately 220,000 short of the goal.[1] Regional infrastructure labour shortages are expected to grow particularly acute, with Infrastructure Australia projecting the regional workforce gap could expand from approximately 38,000 positions at the end of 2025 to 181,000 by 2027.[1] Queensland exemplifies the challenge, requiring roughly 98,500 construction workers by March 2026 to deliver its infrastructure pipeline, but with a projected supply of just 43,800 workers.[1]
