President Donald Trump has announced the appointment of current Staff Secretary Will Scharf as his new White House Counsel, effective September 1, 2025.[1][2] Scharf will replace David Warrington, who is departing to enter the private sector.[1][2] In addition to serving as White House Counsel, Scharf will also assume the role of Presidential Assistant.[2]
Scharf brings extensive legal experience to the position, having previously served as a federal prosecutor and represented Trump in multiple cases before the Supreme Court.[1][2] He was appointed chairman of the National Capital Planning Commission in July 2025,[2] a position from which he led approval of Trump's White House State Dining Room expansion project valued at $400 million.[2] Trump praised Scharf on Truth Social, stating: "Will is Tough, Strong, and Smart! He also loves our Country, and respects the Law."[1][2]
The appointment comes amid ongoing legal challenges to some of Scharf's recent work—a federal appeals court ruled on Friday that the White House State Dining Room project must cease work because Congress had not approved it.[2]
