罗湖推出企业出海"三全"服务模式，同步升级公共法律服务和创新公证业务1，旨在构建适配民生需求、助力涉外发展的现代化公共法律服务体系。法律援助处近三年年均接待咨询约2万人次，年均办案约2000宗，累计为群众挽回经济损失3000余万元1。罗湖公证处成立于1988年，是深圳特区最早成立的公证处1，目前已在金丰城、锦绣、翠竹、惠名等多个地点布局办证点，织密"15分钟公证服务圈"1。

The expo brought together 186 exhibition booths and 178 legal service institutions, hosting 10 thematic activities.1 Luohu introduced an upgraded "three-full" service model for enterprises going overseas, enhanced public legal services, and innovative notary operations.1 The Legal Aid Office has averaged approximately 20,000 consultation visits annually over the past three years, handled about 2,000 cases per year, and recovered more than 30 million yuan in economic losses for residents cumulatively.1 The Luohu Notary Office, established in 1988 as one of the earliest notary institutions in Shenzhen Special Economic Zone, has expanded its service network across multiple locations to create a "15-minute notary service coverage" for the district.1
