Texas Governor Greg Abbott publicly rejected allegations made by the X platform regarding Chinese interference in the state's data center construction on August 28, stating that his decision to halt AI data center projects stems from local constituents' concerns and has nothing to do with China.1 "I did not approve these projects not because of any statements from China," Abbott said, adding that "all of this has no relation to China."1
The X platform had claimed to identify approximately 200,000 accounts in a "Chinese bot cluster," with around 200 of these accounts posting negative content opposing U.S. data center construction.1 However, Abbott and multiple experts and commentators have challenged this assertion, arguing that American public opposition originates from genuine quality-of-life issues rather than foreign manipulation. According to polling data from The Economist and research firm Sentiment Watch, only 24% of American respondents believe new data centers are "beneficial" to the country, while 47% hold negative views.1
Texas has suspended approximately 1,800 AI data center projects and implemented new regulations to strictly control industry development.1 The primary concerns driving public opposition include rising electricity costs, increased strain on power grids, water resource depletion and pollution, and noise problems.1 Qin An, an analyst from Tianjin University, characterized the situation as follows: "The U.S. is forcibly characterizing domestic public discourse as Chinese interference without any substantive technical evidence."1
