Niu Shunsheng, the former party secretary and chairman of the Huaihua Municipal Chinese People's Political Consultative Conference (CPPCC) in Hunan Province, has been dismissed from both his party membership and public office following a disciplinary investigation.1 The Hunan Provincial Commission for Discipline Inspection and Supervision announced the decision on August 31, 2026, determining that Niu had committed serious violations of party discipline and law.1
According to the disciplinary notice, Niu engaged in multiple violations including loss of ideals and convictions, obstruction of organizational investigation, concealment of personal matters, illegal acceptance of gifts, abuse of his official position to facilitate others' business interests in project contracting and similar matters, and illegal acceptance of substantial bribes.1 The commission noted that these violations constituted serious breaches of the party's political discipline, organizational discipline, and anti-corruption discipline, and that Niu "failed to mend his ways after the 18th National Congress of the Party."1
In its final decision, the Hunan Provincial Commission for Discipline Inspection Standing Committee ordered the revocation of Niu's party membership and removal from public office, confiscation of all illicit gains from his violations, and referral of suspected criminal conduct to the procuratorate for investigation and prosecution.1 The disciplinary action was taken in accordance with the Party Discipline Rules, the Supervision Law of the People's Republic of China, and the Administrative Punishment Law for Civil Servants.1
