BBC journalists have tracked down Hossam Louka, the former head of Syria's most powerful civilian intelligence agency, to a suburb of Moscow following months of investigation [1]. The investigation began when reporters discovered an address book in an abandoned apartment in Damascus belonging to a deposed intelligence official [1]. Using Russian phone numbers found in this contact list, the BBC eventually confirmed Louka's location in the Moscow area [1]. Louka is accused of orchestrating torture and large-scale killings during his tenure and was previously sanctioned by Britain, the United States, and the European Union [1].
