吕梄车管所主考官涉驾考作弊被诉，牵出823人"保过"名单

山西吕梁车管所主考官王某波因涉嫌组织考试作弊，于2024年7月15日与岳某庚等4人被吕梁市离石区检察院提起刑事诉讼1。王某波利用主考官巡考的便利，帮助朋友和领导介绍的多名考生通过考试，每人收取3000元好处费1。

2023年7月至12月间，吕梁车管所共组织了16场次专场考试，王某波担任其中9场的主考官和1场的副主考官1。在他监考的8场考试中，均存在监控关闭后违规组织考试的情况，7名考官及社会人员进入考场帮助32名考生答题，其中29人通过考试1。经查明，共有43名考生通过作弊方式获得驾驶证理论考试合格成绩1。

被取保候审后，王某波于7月31日向法院和纪检部门实名举报，提交了涉及823名考生的"保过"名单，时间跨度从2022年底至2024年初1。举报材料中包含与车管所领导冯某的聊天截图79张和通话录音55段1。根据举报内容，冯某代为打招呼的考生最多，达492人；曹某打招呼66人；窦某说情11人；车管所预约室和监控室负责人分别为87人和13人打过招呼；吕梁交警支队领导等人打招呼照顾的考生达154人1。

微机员岳某庚以处理电脑故障为名进入考场帮助考生答题，非法获利22300元1；绿洲物业公司经理张某强从社会主动高价招揽考生介绍给王某波，非法获利6000元1。

A senior examiner at the Lvliang Vehicle Management Office in Shanxi Province has been charged with organizing a widespread driving test cheating operation.1 Wang Mobo, the chief examiner, along with four others including microcomputer operator Yue Mogeng, were formally prosecuted on July 15, 2024, by the Leshi District Procuratorate in Lvliang.1 The case has exposed an extensive network of exam manipulation spanning from late 2022 to early 2024, involving 823 test takers across multiple government officials and driving schools.1

Wang exploited his position as chief examiner to facilitate passing grades for candidates, collecting 3,000 yuan per person in fees.1 Between July and December 2023 alone, the vehicle management office conducted 16 specialized test sessions, with Wang serving as chief examiner in nine of them and deputy examiner in one.1 During eight sessions Wang presided over, multiple time periods recorded no surveillance footage while unauthorized test administrators and external personnel entered the examination rooms to provide answers to 32 candidates, of whom 29 passed.1 After being released on bail, Wang submitted evidence in late July identifying the individuals behind the scheme: office director Feng Mou requested assistance for 492 candidates; Cao Mou for 66 candidates; Dou Mou for 11 candidates; the appointment office supervisor and surveillance room supervisor facilitated passes for 87 and 13 candidates respectively; and Lvliang Traffic Police Support leadership arranged for 154 candidates to be accommodated.1

The scheme involved various participants beyond office staff.1 Microcomputer operator Yue Mogeng gained entry to examination rooms under the pretext of fixing computer malfunctions and illegally earned 22,300 yuan assisting test takers.1 Zhang Moqiang, manager of Lvzhou Property Company, actively recruited candidates from outside and sold them to Wang Mobo for bribes, netting 6,000 yuan.1 Investigations confirmed that 43 candidates obtained passing theory test scores through cheating to secure driver licenses.1 Wang's evidence to authorities included 79 chat screenshots and 55 audio recordings of conversations with Feng Mou, including a February 27, 2023 call in which Feng warned Wang that Shanxi Province's discipline inspection authorities had undercover inspection teams visiting test centers.1
