China's coast guard has announced sustained enforcement patrols around Second Thomas Shoal (known as Huangyan Island in Chinese) in the South China Sea, marking an escalation in management control following a July confrontation with the Philippines in the area.12 The enforcement operations include boarding inspections, barricading maneuvers, and forced vessel removal measures.1
The coast guard has deployed multiple vessels for these patrols, equipped with unmanned aerial surveillance capabilities to monitor fishing enforcement and conduct legal education outreach.2 According to enforcement officer Qiu Canzhao, China's coast guard is implementing "continuous, uninterrupted patrols while simultaneously strengthening unmanned aerial surveillance."2 The operations focus on intercepting and controlling vessels attempting to illegally enter the area.2 Since August, the coast guard has stated it will "continuously strengthen law enforcement patrols in Huangyan Island's territorial waters and adjacent areas, handling illegal infringement vessels in accordance with law and regulations."1
The intensified activities coincide with the South China Sea fishing season reopening and follow the July incident between Chinese and Philippine forces near Second Thomas Shoal.2 China's Maritime Safety Administration has also issued multiple military activity navigation warnings for August, scheduled for August 3–8, 11–15, 22, and 24–28.1
