Waverley Council's planning committee has unanimously rejected a A$4.9 million proposal to build a six-storey mixed-use tower at 34 Campbell Parade in Bondi, citing concerns over its impact on neighbouring residents and the public interest.[1] The proposed building, designed to stand 19.3 metres tall, exceeded the local 15-metre height limit by nearly 30 per cent.[1]
The development was slated to include ground-floor retail, two luxury penthouse apartments, and a single affordable housing unit, with affordable rents ranging from A$700 to A$750 per week compared to the local average exceeding A$2,000 weekly.[1] However, the scheme faced fierce opposition, with more than 770 submissions against the project lodged with the council.[1] The primary concern centred on its proximity to the heritage-listed Astra building, which houses dozens of independent senior living units.
Residents of the Astra complex articulated the project's human toll. Frances Stumbles, 88, stated: "I will be walled in in front of a six-storey blank wall,"[1] while fellow resident Cleo Lynch, 87, characterised the proposal as "blatant elder abuse."[1] The planning committee determined that the project's impact on ocean views and amenity would outweigh the benefit of a single affordable housing unit to the public interest.[1]
