Mykhailo Fedorov, Ukraine's former defense minister, disclosed in an interview the significant obstacles he encountered while attempting to procure Patriot missiles and strengthen Western air defense support for his country.[1] Speaking about his initial attendance at a Ramstein Contact Group meeting, Fedorov recalled that European air defense stockpiles were critically limited, with individual nations possessing anywhere from just 5 or 10 missiles to at most 50 per country.[1] The coalition managed to assemble only 20 missiles in total initially, with Germany subsequently contributing an additional five.[1]
According to Fedorov, a fundamental constraint on Ukrainian air defense capabilities stems from the asymmetry between Russian strike capacity and American production rates.[1] Russia's weekly and monthly ballistic missile attack rates have consistently outpaced U.S. production capacity, creating a persistent supply bottleneck.[1] To address this shortage, Ukraine negotiated a contract with Germany for hundreds of PAC-2 missiles scheduled for delivery in the following year.[1] Fedorov's tenure as defense minister ended on July 16,[1] with his remarks shared publicly through a YouTube interview released on the evening of July 6.[1]
