However, prison reform advocates have warned that the reversal threatens progress in penal reform efforts. Andrea Coomber, chief executive of the Howard League, cautioned that "the prison system is one major event from disaster."1 England and Wales prisons are operating at 98 percent capacity, with 18 percent of inmates awaiting trial and more than 2,000 held indefinitely under Imprisonment for Public Protection (IPP) sentences.1
