A federal judge has ruled that Shenandoah County Schools in Virginia must once again rename two schools after the district restored Confederate military officer names in 2024.[1] Judge Michael F. Urbanski of the U.S. District Court for the Western District of Virginia determined that the renaming decision violated the Equal Protection Clause of the Fourteenth Amendment and also breached the Equal Educational Opportunities Act.[1] The judge stated in his opinion that "Confederate names were restored with full awareness of their historical legacy and continuing discriminatory effect."[1]
In 2024, the school board voted 5-1 to change Mountain View High School back to Stonewall Jackson High School and Honey Run Elementary back to Ashby-Lee Elementary, reversing decisions made in 2020 to remove Confederate designations.[1] The NAACP filed the lawsuit in June 2024 on behalf of six students and their families, arguing that the renaming constituted racial discrimination against Black students.[1] Black students represent less than 3 percent of the district's total population.[1] Judge Urbanski's ruling requires the school district to select new names for the schools in a manner free from racial discrimination.[1]
