A 40-year-old convicted sex offender in London was able to continue his violent crimes and ultimately murder two women due to multiple critical failures by police and prosecutors.[2] Simon Levy was found guilty of killing Carmenza Valencia-Trujillo in March 2025 and Sheryl Wilkins in August 2025.[2] His case has raised serious questions about whether lessons have been learned since the Sarah Everard murder in 2021, when police officer Wayne Couzens killed the young woman despite a documented history of indecent exposure allegations.[1]
Levy's criminal history spanned years before his conviction murders.[1] He had faced sexual violence allegations since 2017 and was previously convicted of sexual assault in 2021, serving a sentence that ended in 2023.[1] After his release in 2024, the system afforded him multiple opportunities to strike again.[2] The Crown Prosecution Service made significant errors at three court hearings in May, June, and August 2025, including failing to mention that Levy was suspected of murdering Valencia-Trujillo, withholding his prior sexual assault convictions from the court, and omitting that he was a suspect in a 2024 rape case.[2] Although police had classified Levy as posing a "high risk of reoffending," the CPS did not seek arrest warrants for him.[2] He failed to appear in court on August 11, 2025, and murdered Wilkins two weeks later.[2]
The failures extended to operational delays as well.[2] The British Transport Police delayed bringing sexual assault charges against Levy by several months in late 2024 due to delays in identity confirmation procedures, which extended his bail period.[2] Deputy Assistant Commissioner Kevin Southworth stated that had Levy been remanded in custody in May or June, he might not have committed the murders.[1] Harriet Wistrich of the Centre for Women's Justice described the case as showing "a clear escalating pattern of offending."[1] The Independent Police Conduct Authority is now investigating how police handled the case.[1]
