台灣海峽交流基金會秘書長羅文嘉警示，該會115年度中央政府總預算案在第二輪協商中面臨被刪減的風險，立委提案刪減的預算數額已超過海基會今年度累積執行經費[1]。若預算確實遭到刪減，海基會將不排除調漲文書驗證費用，回歸使用者付費機制[1]。
去年立法院曾刪減海基會預算9000多萬元，導致該會多項民眾服務受到衝擊[1]。24小時服務專線被迫縮減為12小時營運，多場台商講座、律師諮詢服務相繼喊停，台商子女夏令營也遭停辦[1]。預算削減影響範圍廣泛，包括人身安全救援、緊急救難等涉及民眾權益的業務均可能進一步受限[1]。
海基會目前自籌款比重約三成一[1]，若預算再度面臨刪減，將加重對自有資金的依賴。
The Taiwan Strait Exchange Foundation (SEF) warned of potential service disruptions as its fiscal year 2026 central government budget allocation faces elimination risks during the second round of legislative negotiations.[1] SEF Secretary-General Lo Wen-chia stated that if the budget cuts proceed as proposed, the foundation may need to shift toward a user-fee model and will not rule out increasing charges for document verification services.[1]
The proposed cuts by legislators have already exceeded the foundation's accumulated operational expenses for the current fiscal year.[1] This represents a continuation of budget pressures; last year, the Legislative Yuan reduced SEF's budget by over 90 million New Taiwan dollars, which led to the contraction of its 24-hour service hotline to 12 hours, suspension of multiple business seminars and legal consultation services, and cancellation of summer camps for children of Taiwan business people.[1] Currently, the foundation finances approximately 31 percent of its operations through self-raised funds.[1]
Services potentially affected by further budget reductions include personal safety rescue operations, emergency disaster relief, the 24-hour service hotline, and cross-strait document verification services affecting public welfare.[1] Lo emphasized that the foundation would need to return to user-fee mechanisms if budget allocations are indeed reduced, noting that document verification fee increases would be among the measures under consideration.[1]
