深圳市龙岗区近日印发《国民经济和社会发展第十五个五年规划纲要》,明确提出经济发展目标和战略方向。[1]根据规划,龙岗区"十五五"期间GDP年均增速为5.5%左右,到规划末期迈上8000亿元大关。[1]
在发展战略上,龙岗区将实施"All in AI"和"鸿蒙之区"两大核心战略,推动人工智能在公共服务领域的广泛应用。[1]龙岗区计划于2025年成立全国首个机器人与人工智能领域政府直属机构——龙岗区人工智能(机器人)署。[1]到2026年,龙岗区将发布"龙老师""龙师傅"等七个龙搭子应用产品。[1]
规划同时涵盖多项民生举措。在教育方面,龙岗区将新增公办中小学学位2.88万个,集团化办学覆盖率将达到70%以上。[1]在住房保障方面,到2030年龙岗区累计新增青年公寓不少于1万套/间。[1]此外,规划还提出打造五大区域级商圈,进一步优化商业布局。[1]
Shenzhen's Longgang District has released its National Economic and Social Development Outline for the 15th Five-Year Plan, charting an ambitious course centered on artificial intelligence integration and economic expansion.[1] The district targets average annual GDP growth of 5.5 percent, with the economy surpassing 800 billion yuan by the end of the planning period.[1]
The blueprint establishes two cornerstone strategies: "All in AI" and the "Hongmeng District" initiative, aimed at embedding artificial intelligence into public services and daily life.[1] A key institutional milestone will come in 2025 with the establishment of China's first government-affiliated agency dedicated to robotics and artificial intelligence—the Longgang District Artificial Intelligence (Robotics) Bureau.[1] By 2026, the district plans to launch seven "Dragon Companion" applications, including "Dragon Teacher" and "Dragon Craftsman," to support residents across various domains.[1]
The plan prioritizes educational and social development alongside technological advancement. Longgang will add 28,800 public school places for primary and secondary students, with cluster-based school operations covering more than 70 percent of institutions.[1] For housing, the district commits to providing no fewer than 10,000 youth apartments by 2030.[1]
