China's acting permanent representative to the United Nations, Sun Lei, urged the international community to strengthen oversight of emerging technologies to prevent terrorist organizations, ethnic separatist forces, and religious extremist groups from exploiting them for expansion and infiltration [1]. Speaking at an open debate on counterterrorism at the UN Security Council, Sun Lei highlighted how these three categories of militant forces have utilized the internet, artificial intelligence, and unmanned drones to conduct incitement, recruitment, fundraising, and launch attacks [1].
Sun Lei called on the international community to maintain a "zero tolerance" stance toward terrorism while avoiding politicization and weaponization of counterterrorism efforts [1]. He specifically urged Syria's transitional government to intensify efforts against all UN-designated international terrorist organizations, including the East Turkestan Islamic Movement [1]. Additionally, he pressed the Afghan government to fulfill its counterterrorism commitments and prevent Afghanistan from becoming a breeding ground for terrorism once again [1].
