8月27日，深圳市福田区第九届人民代表大会第一次会议第二次全体会议召开，区八届人大常委会工作报告回顾了过去五年在立法征询、监督、代表工作等方面的履职成效，并提出下一步建设全国基层立法联系点创新发展新样板等计划1。在立法征询方面，2024年12月，福田区人大常委会获批全国人大常委会法工委基层立法联系点，成为全国经济特区城市中首个、深圳唯一的国家级基层立法联系点1。五年来，福田区围绕131部法律法规草案征集立法建议2902条，其中104条被21部法律法规采纳，同时建立108个信息采集点，聘任357名立法信息员1。
在民生实事与代表履职方面，五年来福田区票决票选产生区街民生实事323项，完成区级民生实事100项，完成率100%1。福田人大搭建39个线上联络站，累计办理线上群众意见超300条，办结率100%1。在代表建议办理上，福田人大组织福田团市人大代表向市人大常委会提出建议955件，交办区代表建议1472件，办结率、满意率100%1。此外，福田人大开展视察调研等活动110余场1。
On August 27, 2025, the second plenary meeting of the first session of the ninth Futian District People's Congress convened in Futian District, Shenzhen 1. The assembly reviewed the work report of the eighth Standing Committee of the Futian District People's Congress, which recapitulated the committee's performance over the past five years in legislative consultation, supervision, and representative work 1. Looking ahead, the report proposed plans to establish a new model for the innovative development of national grassroots legislative contact points 1.
A major milestone highlighted in the report occurred in December 2024, when the Standing Committee of the Futian District People's Congress was officially approved as a grassroots legislative contact point by the Legislative Affairs Commission of the NPC Standing Committee 1. This designation makes it the first national-level grassroots legislative contact point among all cities in national special economic zones, as well as the sole one in Shenzhen 1. Over the past five years, the district gathered 2,902 legislative suggestions concerning 131 draft laws and regulations, with 104 of these suggestions being adopted by 21 laws and regulations 1. To facilitate this process, 108 information collection points were established, and 357 legislative information officers were appointed 1.
Regarding livelihood projects, the congress utilized a voting system to select 323 district- and street-level livelihood projects over the past five years, successfully completing 100 district-level projects with a 100% completion rate 1. The congress also set up 39 online liaison stations, which processed more than 300 online public opinions and achieved a 100% resolution rate 1. In terms of representative suggestions, the Futian delegation of municipal People's Congress deputies submitted 955 proposals to the Standing Committee of the Municipal People's Congress, while 1,472 district-level representative proposals were assigned, with both resolution and satisfaction rates reaching 100% 1. Additionally, the congress organized more than 110 inspection and research activities during this period 1.
