[1] Meanwhile, in Shenzhen's Longgang District in Guangdong Province, authorities deployed more than 40 unmanned drones in the pre-typhoon period to conduct comprehensive risk surveys across the district. [1] The district has also established "Longxiaoer," an intelligent urban management system capable of autonomous risk perception and response, which integrates inspection requirements from over 20 government departments. Sichuan Province has launched a pilot program introducing a "gully chief" system across mountainous regions including Ganzi, Ya'an, Aba, and Liangshan prefectures. [1] This initiative encompasses 5,761 mountain torrents and debris flow gullies, with 21,000 gully chiefs and point chiefs assigned to oversee them. [1] In Ganzi Prefecture specifically, a four-tier responsibility framework has been established, consisting of county-level chief gullies, township gully chiefs, village-level sub-gully chiefs, and hazard point chiefs, creating a comprehensive chain of responsibility from hazard inspection through emergency response.
