央行与市场监管总局严禁炒作流通人民币 9月1日起执行新规

针对短视频和电商平台上高价炒作“豹子号”“生日钞”等特殊号码流通人民币的现象，中国人民银行与市场监管总局于2026年8月21日联合发布公告，重申并强调禁止任何单位和个人非法买卖正在流通的人民币 1。该公告自9月1日起执行 1。

新规明确禁止囤积、炒作同号、连号或特定版别人民币，并划定五大红线：不得哄抬价格、虚假宣传、从事非法金融活动、违规装帧及混淆非人民币产品 1。同时，公告允许买卖经中国人民银行公告停止流通的人民币和法定纪念币 1。招联首席经济学家董希淼表示，新规最大的变化是对人民币买卖从“原则禁止”转向“疏堵结合、分类施策” 1。此外，特殊号码钞票的主要来源有三个：一是早年从银行流出并长期在市场流转；二是通过民间逐张收购积累；三是从银行合法兑换整刀整捆新钞后自行挑选 1。

Short video and e-commerce platforms have recently witnessed a surge in the high-priced speculation of circulating Renminbi (RMB) featuring special serial numbers, such as "leopard numbers" and "birthday notes," with some 100-yuan notes being priced at thousands of yuan 1. In response to this phenomenon, the People's Bank of China (PBOC) and the State Administration for Market Regulation issued a joint announcement on August 21, 2026, reiterating the strict prohibition of any illegal trading of circulating RMB by any entity or individual 1. The newly introduced regulations are scheduled to take effect on September 1 1.

The announcement explicitly forbids the hoarding and speculation of RMB with identical numbers, consecutive numbers, or specific editions 1. Furthermore, it establishes five strict red lines for market behavior: no price gouging, false advertising, engagement in illegal financial activities, non-compliant packaging and binding, or confusing non-RMB products with actual RMB 1. Despite these strict measures, the trading of RMB that has been officially announced by the PBOC as withdrawn from circulation, along with legal commemorative coins, remains fully permitted 1.

Commenting on the policy shift, Dong Ximiao, Chief Economist at Zhaolian, stated that the most significant change in the new regulations is the transition from a "general prohibition" to a "combination of blocking and dredging with categorized policies" regarding RMB trading 1. The special-number banknotes currently circulating in the market mainly originate from three sources: notes that flowed out of banks in the early years and have circulated for a long time; notes accumulated through individual purchases in the private sector; and notes personally selected from legally exchanged whole bundles or bricks of new banknotes obtained from banks 1.
