To address the allegations regarding youth addiction, the settlement mandates strict usage limits and design modifications for teenage users aged 13 to 17 1. By default, these users will be blocked from accessing Facebook and Instagram between midnight and 6:00 a.m., and notifications will be muted from 10:00 p.m. to 7:00 a.m., as well as during school hours from 8:00 a.m. to 3:00 p.m. on weekdays 1. The daily usage limit for both apps will be capped at two hours, while like counts and cosmetic procedure filters will be turned off by default 1. Additionally, teenagers must be offered a non-personalized feed option within 10 days of joining and every 90 days thereafter 1.
The agreement also introduces comprehensive age verification and content moderation requirements for all users 1. Every user must undergo age verification within one year, with strict error margins ensuring that no more than 10% of 16- and 17-year-olds and 3% of 13- to 15-year-olds are incorrectly classified as adults 1. Moreover, harmful content reports must be addressed within six hours, covering 90% of cases 1. To ensure compliance, an independent auditing mechanism has been established, with auditors required to report on the company's practices for five years 1.
