Victorian Premier Ben Carroll announced on Thursday that he would move to abolish the secret levy on public transport fares, stating he was doing so “because there was no transparency in its creation and implementation” 1. The levy, in place since January 1, 2025, imposed a 1% annual increase on all public transport fares in metropolitan Melbourne and regional Victoria 1.
The levy was expected to raise $8 billion in today’s dollars over 37 years, with 60%, or $4.8 billion, to be directed to the SRL East tunnel project 1. According to the auditor general's report, Carroll was the public transport minister when the levy was first approved in 2021 1.
Deputy Premier Gabrielle Williams told reporters she was aware of the levy when she announced an increase to public transport fares in December 2024 1. The opposition has described the revelation of the secret levy as the “final nail in the coffin” for the government in the lead-up to the state election in November 1.
