Syracuse's city council approved a contract between the Syracuse Police Department and Axon in February with a 7-1 vote.[1] Denver followed in March, voting 7-6 to replace its Flock system with 50 Axon ALPR cameras under a one-year agreement.[1] Grand Chute, Wisconsin, abandoned Flock in June to switch to Axon.[1] Douglas County, Colorado, signed a contract with Axon in July for 100 cameras worth nearly $22.8 million.[1] Fairfield, Michigan, made the transition in December, citing "privacy concerns and Flock's failure to protect images stored on the city's ALPR network."[1] Longmont, Colorado, unanimously approved a new Axon agreement in March.[1] Knox, Texas, added a $9.4 million amendment to its existing Axon contract.[1]
The central distinction between the systems lies in their query capabilities: Flock's key feature is a national search tool allowing police to query camera data across state lines, while Axon lacks a nationwide network.[1]
