The modifications directly violate the Law on the Protection of Uninhabited Islands, which mandates that unutilized uninhabited islands must remain in their natural state and prohibits production, construction, or tourism activities without explicit approval.[1] According to Article 47 of the Island Protection Law, violators face administrative penalties including orders to cease illegal activities, confiscation of unlawful gains, and fines ranging from 20,000 to 200,000 yuan.[1] In cases where criminal liability is established or ecological damage occurs, offenders may face additional criminal prosecution and civil liability for environmental harm.[1]
