2026年8月24日8时26分，四川宜宾市长宁县发生4.7级地震，中国地震预警网在震后6秒向震中周边区域1000余万用户推送官方地震预警信息 1。与此同时，成都高新减灾研究所擅自利用自建系统生成“四川长宁7.7级”地震预警信息，并冒用“中国地震预警网”名义，通过荣耀、vivo、魅族品牌手机及小天才手表等终端违规向全国用户推送 1。针对此事，中国地震局回应称，根据《中华人民共和国防震减灾法》第五十二条规定，震情信息应当由地震部门统一发布，而该研究所存在多次违规播发且未整改到位的问题 1。
成都高新减灾研究所自2023年、2025年起在四川、新疆地区开展地震预警信息播发服务 1。2026年以来，该研究所先后在浙江、陕西、宁夏、山西、河南等地多次违规播发自建系统产出的地震预警信息 1。7月22日，四川省地震局终止了与成都高新减灾研究所的播发地震预警信息协议 1。截至目前，四川、重庆、广东、陕西等27个省份出台了地震预警地方性法规和政府规章 1。
At 8:26 a.m. on August 24, 2026, a 4.7-magnitude earthquake struck Changning County in Yibin City, Sichuan Province 1. Within six seconds of the tremor, the official China Earthquake Early Warning Network pushed official earthquake early warning information to over 10 million users in the surrounding areas of the epicenter 1. However, the Chengdu Hi-Tech Disaster Reduction Institute independently used its self-built system to generate false "7.7-magnitude" earthquake early warning information for Changning, Sichuan 1. The institute fraudulently used the name of the China Earthquake Early Warning Network to illegally broadcast this early warning information to users nationwide through terminals including Honor, vivo, and Meizu brand smartphones, as well as Xiaotiancai smartwatches 1.
In response, the China Earthquake Administration emphasized that seismic information must be uniformly released by earthquake departments, in accordance with Article 52 of the Earthquake Prevention and Disaster Reduction Law of the People's Republic of China 1. The administration noted that the institute had repeatedly violated regulations in broadcasting early warning information and failed to implement adequate rectifications; consequently, earthquake departments have repeatedly summoned the institute for talks and demanded serious rectifications 1. The administration also pointed out that the institute had been conducting earthquake early warning broadcast services in Sichuan and Xinjiang since 2023 and 2025, respectively 1. Furthermore, since the beginning of 2026, the institute has repeatedly and illegally broadcasted early warning information generated by its own system in regions including Zhejiang, Shaanxi, Ningxia, Shanxi, and Henan 1. As a result, the Sichuan Earthquake Administration terminated its agreement with the Chengdu Hi-Tech Disaster Reduction Institute for broadcasting earthquake early warning information on July 22 1. Additionally, to date, 27 provincial-level regions, including Sichuan, Chongqing, Guangdong, and Shaanxi, have enacted local regulations and government rules regarding earthquake early warnings 1.
