The first reading of the revised Lawyers Law concluded its month-long public consultation period on July 25, 2026.[1] The amendment modifies ten provisions and represents the fifth major revision since the law was first enacted in 1996.[1]
The proposed changes introduce several significant developments in China's legal profession. The state will advance full defense coverage by lawyers in criminal cases,[1] while lawyers from Hong Kong and Macau who pass the Guangdong-Hong Kong-Macau Greater Bay Area bar examination will be permitted to practice in nine designated cities including Guangzhou and Shenzhen.[1] Personnel who resign or retire from courts, procuratorates, and judicial administration departments and subsequently pursue legal careers must now comply with civil servant management regulations.[1]
The revision reflects a broader functional shift for the Lawyers Law, which is transitioning from an "industry administrative statute" toward a "rights protection statute."[1]
