The governments of Shenzhen and Hong Kong have reached a landmark agreement to transform cross-border passage at Huanggang Port through an innovative clearance system.[1] On July 30, 2026, the two administrations signed a cooperation arrangement to implement the "one location, two inspections" model at the port, marking a significant upgrade from the previous "two locations, two inspections" approach.[1] Under this new system, travelers will queue only once and pass through a unified three-gateway design to complete immigration procedures for both jurisdictions simultaneously.[1]
The rebuilt Huanggang Port will become the world's largest single building for a land-based port, with a total construction area of approximately 689,700 square meters.[1] The facility will feature 134 cooperative inspection fast lanes and 68 manual counters to process the flow of cross-border travelers.[1] Cross-border coaches will be optimized to operate under a "single stop, single inspection, coordinated clearance" protocol.[1] As the only 24-hour immigration inspection port between Shenzhen and Hong Kong, Huanggang will serve as a comprehensive transportation hub in the Greater Bay Area, with planned connections to multiple transit rail lines.[1] The MTR North Environment Line branch is expected to commence operation by 2034 or earlier, synchronizing with the main line.[1]
