In Shandong Province, inspectors found that a traditional Chinese medicine production plant in Shannan Subdistrict, Tengzhou City, Zaozhuang City, utilized foam sandwich color steel plates for its factory building 1. The facility was also unable to provide construction land planning permits, construction project planning permits, fire design reviews, or completion and acceptance procedures 1.
Severe fire safety violations were similarly identified across multiple locations in Jiangsu Province 1. A garment manufacturing company in Pei County, Xuzhou City, had its evacuation routes obstructed by stored goods, and its fire telephone calls went unanswered 1. In Siyang County, Suqian City, one textile enterprise's fire control room was left completely unattended despite continuous alarm sounds, while another textile company operated its control room with only one staff member who lacked the required fire facility operator certificate, with hundreds of faults remaining unrepaired 1. Furthermore, a garment production enterprise in Shuyang County, Suqian City, was found with cracked walls, severely aging electrical wiring, and no automatic sprinkler system, leaving over 50 workers with only a single safety exit 1. To underscore the critical nature of these findings, the report referenced past tragedies, including a fire at Baoyuanfeng Poultry Co., Ltd. in Dehui City, Changchun City, Jilin Province, on June 3, 2013, which claimed 121 lives, and a fire at Kaixinda Trading Co., Ltd. in Wenfeng District, Anyang City, Henan Province, on November 21, 2022, which caused 42 fatalities 1.
