“中美1.5轨对话”机制创立于2023年 1。此前，首届对话于2023年以视频方式举行，第二届对话于2024年在北京举办 2。该机制介于官方外交与民间交流之间，旨在为中美关系搭建多层次沟通平台，推动从“保持沟通”走向“寻找合作” 2。中国人民大学全球治理与发展研究院高级研究员苏浩指出，1.5轨最大的特点是在官方和民间之间搭起一座特殊桥梁 2。
南京大学国际关系学院院长朱锋表示，美国持续加码对中国企业尤其是AI领域的制裁，试图形成中美在AI领域的“两极对立”格局，中美关系的严峻性不容忽视 1。朱锋认为，此次对话将为预计于9月下旬在华盛顿举行的“川习会”预热，推动双方达成新共识与合作 1。同时，双方认为应共同落实好今年5月“川习会”达成的共识 1。
The third China-US 1.5 Track Dialogue took place on August 25 in Beijing, co-organized by the International Department of the CPC Central Committee and the Asia Society 12. Centered around the theme of "Constructive Strategic Stability - Pragmatic China-US Cooperation in the New Era," the event gathered approximately 40 representatives from both nations 12. John L. Established in 2023, the dialogue mechanism operates between official diplomacy and civil exchanges to build a multi-level communication platform that advances bilateral ties from maintaining communication to seeking cooperation 12. The first iteration was held virtually in 2023, followed by the second in-person edition in Beijing in 2024 2. This year's agenda covered four key areas: enhancing political mutual trust, expanding economic and trade collaboration, exploring joint efforts in artificial intelligence, technology, and international and regional affairs, and promoting medical cooperation alongside people-to-people exchanges 2.
Zhu Feng, Dean of the School of International Studies at Nanjing University, noted that the dialogue is designed to warm up for a Trump-Xi meeting expected to occur in Washington in late September, which could facilitate new consensus and cooperation 1. He warned that the severity of the current China-US relations cannot be ignored, highlighting that the United States is continuously tightening sanctions on Chinese companies, especially in the AI sector, in an attempt to forge a "polarized opposition" landscape in artificial intelligence 1. Both sides also emphasized the importance of jointly implementing the consensus achieved during the Trump-Xi meeting held in May of this year 1. Su Hao, a senior researcher at the Institute of Global Governance and Development at Renmin University of China, pointed out that the defining feature of the 1.5-track approach is its role in constructing a special bridge between official and civil spheres 2.
