为从源头规范社会组织评比表彰活动，多方联动整治虚假头衔乱象，民政部、中央社会工作部于2026年7月16日公布《社会组织评比表彰活动管理办法》1。该《办法》自2026年8月1日起施行，明确未经批准，社会组织不得开展包含“国家”“中国”“中华”“亚洲”“全球”等类似含义字样的评比表彰活动等7类活动1。

Zheng Lei, an associate professor at the Law School of Zhengzhou University, pointed out that such behaviors may constitute consumer fraud under Article 55 of the Law on the Protection of Consumer Rights and Interests, false advertising under Articles 9 and 25 of the Anti-Unfair Competition Law, and the crime of fraud under Article 266 of the Criminal Law 1. In response to the chaos, the China Cuisine Association declared that all titles and certificates, including "Chinese Culinary Master" and "Famous Master," evaluated and issued over the years are immediately invalidated 1.
