此外，局部突发天气精准预报难、使用运营环节监管相对薄弱，以及新兴高风险载人设备未纳入特种设备目录存在隐患 1。目前，国家市场监管总局正修订《大型游乐设施安全要求》征求意见稿 1。中国特种设备检测研究院、浙江省特种设备科学研究院的专家也在推进极端天气后设备安全评估及索道气象灾害技术规范标准 1。
Frequent extreme weather has led to the suspension of operations and tourists being stranded at various amusement parks and scenic areas, as rides such as roller coasters, giant pendulum rides, and cableways encounter sudden gales, rainstorms, and lightning, sparking public concern over ride safety 1. For instance, on the afternoon of May 31, a roller coaster at an amusement park in northeastern China was left suspended in mid-air after a power outage caused by extreme winds and a sandstorm, with tourists rescued within an hour 1. From August 9 to 10, a scenic area in southern China temporarily closed due to a typhoon, urgently dispatching cableways and sightseeing buses to evacuate tourists and residents, while providing free food and accommodation for some stranded visitors 1.
Experts from the China Special Equipment Inspection and Research Institute and the Zhejiang Special Equipment Science Research Institute point out that large amusement rides are classified as special equipment, and proactive shutdowns during extreme weather are compliant safety measures 1. However, challenges remain, including the difficulty in accurately forecasting localized sudden weather, relatively weak supervision during operation and usage, and hidden dangers since emerging high-risk passenger-carrying devices are not included in the special equipment catalog 1. To address these issues, the State Administration for Market Regulation is currently revising the draft for comments on the Safety Requirements for Large Amusement Rides 1. Meanwhile, experts are advancing safety assessments for equipment after extreme weather and developing technical specifications and standards for meteorological disasters concerning cableways 1.
