Multiple provinces across mainland China have recently issued coordinated directives promoting the implementation of paid annual leave and staggered vacation systems for employees.[1] The initiative includes notices from Henan Province's Organization Department and five other departments, as well as similar announcements from Tianjin's Personnel and Social Security Bureau and other municipal authorities, aiming to shift workplace culture away from the misconception that foregoing vacation constitutes dedication.[1] Additional provinces including Shaanxi, Anhui, Guizhou, Zhejiang, and Yunnan have also released related directives.[1]
The campaign seeks to address weak domestic consumption by encouraging both government officials and workers to take vacations during off-peak seasons, thereby stimulating tourism and economic activity.[1] Officials are working to eliminate employee concerns that taking leave could negatively impact wages, performance evaluations, or career advancement prospects.[1] By positioning paid leave as a legitimate right rather than a sign of insufficient commitment, authorities hope to revitalize consumer spending during a period of sluggish domestic demand.[1]
