To address these challenges, the city has launched a systematic rectification since 2025, combining institutional design, law enforcement actions, and technological empowerment, while various districts explore differentiated governance paths 1. Furthermore, in May 2025, Guangdong Province approved Shenzhen's sub-districts to directly impose administrative penalties on illegal vending and road occupation, a policy valid until July 1, 2027 1.
A 2015 survey by the Shenzhen Urban Management and Comprehensive Law Enforcement Bureau estimated about 150,000 mobile vendor stalls involving nearly a million people 1. In early 2025, Nanshan District had over 2,000 mobile vendor stalls daily and cleared more than 61,700 cases of illegal vending throughout the year 1. Bao'an District rectified 18,700 key areas, set up 114 guidance points, and planned 5,432 stalls in 2025 1. Longgang District's Nanwan Sub-district cleared 6,635 cases of illegal vending and 4,239 cases of over-the-line business operations from January to August 2025 1. The 0.88-square-kilometer Lixiu Community in Nanshan District, with a daily flow of over 100,000 people and 84 mobile stalls, receives more than 180 related complaints monthly 1. The Hongshan Metro Station in Longhua District's Minzhi Sub-district handles 100,000 daily passengers, houses about 50,000 residents within a one-kilometer radius, and saw over 300 stalls during peak hours 1.
