《“十五五”时期三级医院对口帮扶县级医院工作方案》发布

2026年8月25日，国家卫生健康委、农业农村部、国家中医药局、中央军委政治工作部和中央军委后勤保障部联合发布《“十五五”时期三级医院对口帮扶县级医院工作方案》1。该方案要求继续在全国组织开展三级医院对口帮扶县级医院工作，以提升县级医院服务能力、加快专业人才培养和提高管理水平1。

根据方案，支援医院需向县级医院派驻至少5名管理和卫生专业技术人员，其中中医医院可派驻3名1。派驻人员中包括1名挂职院长或副院长，每人连续驻点帮扶不少于6个月1。帮扶期间，派驻人员原则上不再承担原单位工作1。

On August 25, 2026, the National Health Commission, the Ministry of Agriculture and Rural Affairs, the National Administration of Traditional Chinese Medicine, the Political Work Department of the Central Military Commission, and the Logistics Support Department of the Central Military Commission jointly released the Work Plan for Pairing Assistance from Tertiary Hospitals to County-Level Hospitals During the 15th Five-Year Plan Period 1. The initiative is designed to continue pairing assistance efforts nationwide in China, aimed at enhancing the service capabilities, accelerating the cultivation of professional talent, and improving the management standards of county-level hospitals 1.

According to the plan, supporting hospitals must dispatch at least five hospital management and health professionals to county-level hospitals, while traditional Chinese medicine hospitals are permitted to send a minimum of three personnel 1. The dispatched team must include one individual serving as a seconded president or vice president, and each member is required to provide continuous on-site assistance for a minimum of six months 1. Additionally, during the assistance period, these personnel will, in principle, be relieved of their regular duties at their original institutions 1.
