2025年8月25日，中国“反跨境腐败法”草案在北京首次提交全国人大常委会会议审议1。此次立法旨在加强对涉贪资金流向海外的追查、取证及追赃，建立反腐败涉外法律体系1。
该草案分6章共47条，涵盖反跨境腐败工作原则、机制、国际合作、企业廉洁合规义务及法律责任等内容1。2023年，中国第14届全国人大常委会立法规划首度列出“反跨境腐败法”1。2024年7月，中共20届三中全会正式决定明确推进反腐败国家立法并宣示推出“反跨境腐败法”1。今年3月9日，全国人大常委会委员长赵乐际在人大全体会议工作报告中提到今年将制定“反跨境腐败法”1。
On August 25, 2025, the Standing Committee of the National People's Congress of China convened in Beijing to deliberate the draft of the Anti-Cross-Border Corruption Law for the first time 1. The proposed legislation aims to strengthen the tracking, evidence collection, and recovery of corruption-related funds flowing overseas, and to establish a foreign-related legal system for anti-corruption efforts 1. The draft is structured into six chapters comprising 47 articles, covering work principles, mechanisms, international cooperation, corporate integrity and compliance obligations, and legal liabilities regarding cross-border corruption 1.
In 2023, the formulation of the Anti-Cross-Border Corruption Law was first included in the legislative plan of the 14th National People's Congress Standing Committee 1. In July 2024, the Third Plenary Session of the 20th Central Committee of the Communist Party of China made a formal decision to advance national anti-corruption legislation and explicitly announced the introduction of the Anti-Cross-Border Corruption Law 1. On March 9, 2025, Zhao Leji, Chairman of the Standing Committee of the National People's Congress, stated in his work report at the plenary meeting that the Anti-Cross-Border Corruption Law would be formulated in 2025 1.
