Senior officials initially considered aggressive interventions against Chinese AI development, including imposing sanctions, placing Chinese companies on trade blacklists, and prohibiting U.S. cloud service providers from cooperating with them.[1] However, this hardline approach encountered strong resistance from Silicon Valley, prompting the administration to shift direction toward emphasizing the competitiveness of American AI models instead.[1] The administration's policy stance remains in flux and has not been finalized.[1]
The policy deliberations come as China's Moonshot AI has released an advanced model called Kimi, which performs comparably to flagship models from OpenAI and Anthropic in certain domains.[1] Nvidia CEO Jensen Huang defended open-source models on X on July 24, arguing that they accelerate innovation and strengthen security.[1] The issue is expected to feature in discussions when Chinese President Xi Jinping plans to visit Washington in September.[1]
