A 4.7-magnitude earthquake struck Changning District in Yibin, Sichuan Province on August 24 at 8:26 a.m.1 The Chengdu High-Tech Earthquake Early Warning Network, operated by the Chengdu High-Tech Earthquake Reduction Research Institute, initially issued an alert reporting a magnitude 7.7 tremor—a significant deviation from the actual seismic strength.1
The discrepancy marked the largest error in the institute's earthquake alert system since it began providing public services in September 2011.1 The early warning magnitude sequence progressed as follows: 7.7 level, then 6.4 level, 3.7 level, 4.1 level, and finally 3.9 level, automatically converging to 3.9 level by the 17th second after the earthquake.1 The initial 7.7-level report was issued five seconds after the tremor occurred.1
In response to the alert inaccuracy, the Chengdu High-Tech Earthquake Reduction Research Institute apologized to the public and committed to investigating the cause, improving its technical system, and enhancing service quality.1
