One victim, Ms. Zhang, transferred 18,000 yuan via WeChat after believing advertisements promising a guaranteed pass on the firefighter engineer credential, only to receive a refund of just over 1,000 yuan.1 The fraudulent consulting firm had no official affiliation with the legitimate examination system, and more than 40 complainants filed reports against the operation.1 Across online complaint platforms, allegations related to certification fraud have reached over 17,000 cases.1
