福田区以外卖骑手、配送员等新就业群体为切入点,启动"新蜂使者微治同行计划"项目结项[1]。该项目由福田区委社会工作部指导、深圳市东西方社工服务社承办[1],历经一年深耕,在华强北商圈、福田街道等重点片区推动骑手转变为文明劝导员、安全巡查员、应急帮扶员[1]。
项目沉淀形成三套标准化治理成果,包括《福田区跑楼务工群体生存现状、劳动权益与服务需求专项课题研究报告》、社区三级议事体系配套手册与骑手随手拍操作指南、升级版暖"新"10课赋能体系[1]。首批受聘讲师6名,讲师团由骑手、社工、公益律师、交警组成[1]。
Futian District has concluded its "New Bee Messengers Micro-Governance Partnership Plan" project, establishing a multi-stakeholder community governance platform centered on emerging workforce groups including food delivery riders and couriers.[1] The initiative, guided by the Futian District Committee's Social Work Department and implemented by Shenzhen Oriental-Occidental Social Work Service Society, has transformed delivery workers into community ambassadors for civic conduct guidance, safety inspection, and emergency assistance across key areas such as the Huaqiangbei commercial district and Futian Street.[1]
Through this year-long effort, the project has formalized three sets of standardized governance outcomes.[1] These include a specialized research report titled "Futian District Rooftop Workers: Survey on Living Conditions, Labor Rights, and Service Needs," a three-tier community deliberation system handbook with operational guidelines for rider-submitted evidence documentation, and an upgraded "Warm New" ten-course empowerment curriculum.[1] The first cohort of appointed instructors comprises six members drawn from delivery workers, social workers, public interest lawyers, and traffic police.[1]
