根據修訂草案，需接受背景審查的執照類型包括學生駕駛員執照、運動駕駛員執照、私用駕駛員執照、商用駕駛員執照、多人制機組駕駛員執照、航線運輸駕駛員執照、民用航空器飛行機械員執照及民用無人駕駛航空器操控員執照1。背景審查需滿足5項條件：遵守中國憲法、無犯罪紀錄、無涉恐涉毒違法行為、近12個月內未曾受行政拘留處罰、未參加過國家禁止的組織及其活動1。不通過背景審查者不得從事相應工作或持有相應執照1。本次意見征求期至9月4日1。

Under the proposed amendments to the Civil Aviation Safety Background Check Management Regulations, eight categories of license applicants—including recreational pilots, private pilots, commercial pilots, and unmanned aircraft operators—would be required to undergo background vetting.1 The screening process would mandate compliance with China's constitution, a clean criminal record, no involvement in terrorism or drug-related offenses, no administrative detention in the preceding 12 months, and no participation in state-banned organizations.1 Applicants failing to meet these criteria would be barred from holding the relevant licenses or engaging in corresponding aviation work.1
The Civil Aviation Administration is accepting public comments on the proposed changes through September 4.1
