全国多城密集推出住房公积金新政 提取场景大幅拓展

新修订的《住房公积金管理条例》将于9月20日施行，进一步拓展了公积金的使用范围1。根据新规，住房公积金的提取适用场景扩大到装修、物业费、取暖费等养房支出，同时放宽了缴存门槛，允许灵活就业人员自愿参加1。全国20多个城市已密集出台配套措施，结合本地情况推进数字化赋能，简化办理流程1。

在装修提取方面，各地因地制宜制定了具体标准。北京按票面金额的50%核算，单套最高可提取25万元，十年内有一次提取间隔要求1；陕西汉中按每平方米1500元核算，单套上限20万元1；内蒙古通辽按每平方米1000元核定，家庭上限15万元1；广西南宁的单套提取上限为20万元1；辽宁沈阳则根据房屋面积分类，90平方米以下每年最高提取2000元，90平方米以上不超过3000元1。

新政实施以来取得显著成效。内蒙古自今年6月以来办理提取公积金用于物业费、取暖费等业务2.4万笔，累计提取1.6亿元1；沈阳新政策已惠及3万余名缴存职工，累计提取资金8000余万元1；安徽淮北的装修提取累计办理1934笔，提取金额超过1.9亿元1。湖北武汉自6月1日起面向灵活就业人员开放公积金缴存，单次缴存金额低至10元1。

Multiple Chinese cities have rapidly introduced new policies to expand the use of housing provident funds, following the implementation of the revised Housing Provident Fund Management Regulations on September 20 1. The updated regulations have broadened the circumstances under which workers can withdraw their funds, now permitting withdrawals for home renovation, property management fees, and heating costs in addition to traditional housing purchases 1. The policy changes also relax contribution requirements, allowing flexible employment workers to voluntarily participate in the system 1.

Cities across the country have implemented localized versions of these new policies with varying withdrawal limits and calculation methods. Beijing allows renovation fund withdrawal calculated at 50 percent of actual invoices, with a maximum of 250,000 yuan per property and a ten-year interval between withdrawals 1. Other regions have adopted different standards: Hanzhong in Shaanxi province uses 1,500 yuan per square meter with a 200,000 yuan household ceiling 1, while Tongliao in Inner Mongolia sets the rate at 1,000 yuan per square meter with a family limit of 150,000 yuan 1. Nanning in Guangxi province caps individual properties at 200,000 yuan 1, and Shenyang in Liaoning province offers annual limits of 2,000 yuan for properties under 90 square meters and 3,000 yuan for larger units 1.

Early results from these initiatives demonstrate significant uptake. Inner Mongolia has processed 24,000 withdrawals for property and heating fees totaling 160 million yuan since June 1. Shenyang's new policy has benefited over 30,000 contributing workers who have withdrawn more than 80 million yuan 1, while Huaibi in Anhui province has processed 1,934 renovation withdrawal applications totaling over 190 million yuan 1. In Wuhan, Hubei province, flexible employment workers have been able to contribute to the fund since June 1, with individual contributions as low as 10 yuan 1, addressing the needs of China's over 200 million flexible employment workers 1.
