Around mid-July, authorities determined that Bowie was planning to attack the state Capitol 1. During her surveillance period, Bowie visited the Capitol building at least five times to conduct reconnaissance 1. Bowie had initially considered targeting Albany City Hall but ultimately selected the state Capitol, with particular focus on state senators 1.
