Deng Guangrui, head of the property management division at Shangyou County's housing and construction bureau, stated: "How do we improve quality and efficiency? We start by having party members take the lead in paying property management fees" and added that "we must manage people through institutional systems, not through personal favors" [1]. Similar calls for party members to lead by example in property fee collection have been issued in other regions, including Jiujiang in Jiangxi Province, Yunnan, Anhui, and Sichuan [1].
